I have to say that I am surprised that out of all the games I play it's ironic that a microsoft game is the only one that doesn't run for me. Well install Halo 2 as your FIRST windows Live game and then install windows live manually from the dvd it's under the redists folder and named XLiveRedist.msi BTW this will work for vista as well. So what I did to work out it is an issue with Halo 2 and live was to install Windows Vista with SP2 on another hard drive.
